When Captain Robert Kineally went missing from Haverton American Army base in 1944, it was generally assumed he deserted. But now, twenty years later, a body is discovered on the base.

DCI Charlie Woodend doesn't want the case. He served at Haverton himself, and left it only a few days before the murder. He knew - and liked Kineally. And he served under - and heartily disliked - Captain Douglas Coutes, currently Minister of Defence, and, from the available evidence, the prime suspect.

The British Government expects Woodend to find proof that Coutes is innocent. The American Government wants firm evidence of his guilt.

Once at the scene of the crime, Woodend's problems multiply. Worse still, he begins to feel that if he himself had acted differently back in 1944, there might have been no murder at all...
